Yes, they are blocking the whole AS of the ISP.
You can either choose servers from different countries and/or contact HW and kindly ask them to remove the AS from the blacklist, explaining why privacy and VPNs are important for protecting human rights.

I'd advise against that. Sometimes this backfires and all addresses of a VPN provider get blocked. (="reverse" Streisand effect)
