Speeds spiking and dropping to zero/almost zero.

For some reason no matter the protocol I use to connect, my speeds spike and die repeatedly. Sometimes when I change protocols speeds will jump as high as 5% of my maximum connection, but then drop to nothing. Sometimes it just does this repeatedly, sometimes it stabilizes at a crawling pace. 

I've gone through all the guides I could find. There doesn't seem to be an issue with anything, except there is.

We could use your logs. And info on how you connect to the internet, which router you use and the ISP.
