Can only connect to Persei others get UDP: Unknown error (code=10054)

I get the above error on all Los Angeles and Fremont servers (5 of them), except for Persei which works fine

 

This happens when using the Eddie client (2.15.2 and 2.16.3 beta) and OpenVPN GUI

Windows 10 1803

 

I have tried the following:

 

Delete then Add TAP adapter

Re-install TAP adapter software

Disabled all firewalls

Re-install Eddie

Reset Eddie preferences to defaults

Swapped physical NICs

Reboot router

Reboot system (after each change above)

If the connection is set to UDP the error 10054 is given.  If TCP is set then it just times out after a few minutes with unknown error.

 

I have tested a few other US servers (Texas, Chicago, Miami, etc) and they connect without problem, which makes me assume it is not a local issue with my system.  Either my ISP or vpn connectio node?

 

Any thoughts/help is appreciated.
