can an isp distinguish between an airvpn tcp 443 connection from a private vps?

I know what you're thinking. Interestingly airvpn is what DOESN'T get blocked sometimes, but my vps (openvpn, tcp, 443)...

I've seen this multiple times and across vps providers. anyone else see this or something similar occur?
