Slow VPN Speeds on EA6500 Router Low CPU Usage

Hi everyone,

 

I just installed tomato on my Linksys EA6500.  I am only getting 20mbps on my connection with vpn however my PC will get 100+ using the windows client.  I understand the router has to process the encryption but the cpu is only running at 35% max under full load.  And if it is my router and I am wrong can someone recommend a more budget friendly router to buy used preferably.  I only need about 40mbps to be happy.
