Here in the UK the government are in breach of many EU "laws", in fact the Snowden revelations showed breaches in international laws and highlighted espionage against allies, nobody gave a shit either. Miraculously this system continues to expand and operate, in the form you have pointed out. You know why? Because everyone is following suit as if a new industry has emerged, shortcuts to solving "terrorism" and "serious crime", scrapping traditional policing in favor of systematic espionage conducted by amateurs - a dangerous move. There will always be ways around this (hence why I said it is dangerous), I can't wait to see how the Russian government will enforce their recent VPN legal ban, how long it will be before the UK bans VPN and how it works out etc...
