Can I use a server outside the US to geolocate inside the US?

How does geolocation work? Is it simply a matter of choosing a server in the country where you want to appear to be located at?

 

Here is why someone might care: A server in the US might be more vulnerable to US gov't intervention, but a US geolocation might be needed to access certain online services.

 

So... is there a way that I can (say) a server located in Brazil and still convince a website to give me the US version of their page?
