Slow torrent speed(yes port is forwarded and I'm using it)

So, I've checked all the threads so far and the settings for various torrent clients and none of that actually works.

 

Is there any way to get speeds that aren't so terrible?  What's the secret?

 

I'm going to give it a few more tries but can't really continue supporting after these three months if the download speeds are so bad.  In contrast, usenet speeds are about 36-40 MB/sec.  Torrents are like 200-700 k/sec tops.  Something isn't right and it isn't the configuration of the torrent client.  Those settings don't make that much of a difference in the first place.
