iF someone has a celphone like samsung galaxy without plan or sim card, can he still use the vpn to go online through free café wifi connection spot ?

I understand it's a very basic question but I think it's quite logical that if your WLAN module works any network activity through it will work as well, including VPN connections.

Yes. Cellphone service only provides the ability to text/call and use mobile data (2G/3G/4G/4GLTE). You can connect to any hotspot without having an active cellphone service plan. You can download any of the OpenVPN apps available in the "Google Play Store" (as you mentioned a Android phone in your example) but you should be able to do this on iOS as well... You can generate a config in your Client Area > Config Generator.
