Proxy and app force

I don't understand two questions now.

Could You explain me, please.

 

1. When VPN is on all traffic from all applications on the computer are forced to VPN connection on windows?

Or how can I force some program to use VPN connection?

 

2. I setup VPN through TOR network. I have to good working configurations:

• I set socks proxy and host 127.0.0.1:9150 - local TOR on the "proxy"page

• choose "TOR" on the "Protocol" page

I don't understand what difference between that 2 working configuration?

If all programs are using it, every program is using it Otherwise, you can't exclude programs, only IP (ranges).
