Is there a way to have a windows bat file turn on and off the network lock and the vpn connection?

I ask this because sometimes I use a remote screen control software, and I want to turn on the VPN and network lock, or turn them off. Normally I wish to do this after/before system restarts.

Couldnt find it when I looked but i seem to remember someone talking about a bat script that did pretty much this. 

 

Not sure if it was shared or just mentioned hmmmm
