TCP Test fails

When I try to forward some random ports it simply does not work because the TCP Test keeps failing.

Does anyone know how to fix this?

I am using Windows 7 and Kali Linux 2.0

When it does the TCP test, it tries to connect to the port in question, if you got nothing listening for the port it can't connect.
