Slow speeds under Windows 7 x64

I have been pulling my hair out over this and I just can't seem to work it out.

 

I'm using Win7 x64 and under this I cant seem to get a speed higher than 100kb/s.

I have gone for a clean install, firewall disabled and no antivirus software to see if any of that was the cause and it still keeps on happening.

However, when I use Ubuntu 14.04LTS I get speeds of 1.5mb/s.

Same hardware and same network environment, so I know it's not my hardware or any of the servers I connect to.

Using Vuze and latest AirVPN client.

Any help or info is greatly appreciated!
