Network Lock

I share my MacBook with my partner. We both have separate users accounts on it and he already has a VPN client of his own for his account. I want to subscribe to a VPN too. I'd like to know if enabling the Network Lock will affect all users on the laptop even after I log out? I'm not into technology so I understood only that enabling network lock modifies the firewall. Aren't the firewall settings shared across all users on OS X? So will my enabling network lock render his VPN (with a different provider) and connection unusable when he logs in?

I'm not an expert for OSX X but to my understanding netlock is deactivated when Eddie is closed. This will restore the firewall (respectively it's rules) to it's default state. At least that's how Eddie works on Linux and Windows pcs.
