Slow on Mobile devices?

Hi, I'm testing some servers and I found out that I cannot reach more than 14Mb/s on Android (LG G2) and 20Mb/s on iPad 4. Is it normal? Because CPU is far from 100% load. Any suggestions?

EDIT: Fixed. ES servers are slow on mobile, specially Branchium. Steganos also has its spanish server with Sologigabit but it's many times faster despite being a Free VPN.

I did OpenVPN over SSH on Android and it seems the download is limited to 1 Mbit meanwhile upload doesn't. I'm using SSHTunnel. Any ideas?
