Slow Speeds

I'm connecting to my recommended server in Canada (with a latency of ~30ms), but every speed test I do shows 15mbps (or lower). Normally on a speedtest without being connected to a VPN i'm getting 100mbps down and 40 mbps up consistently. I tried a variety of servers near my location and it's always around 15mbps. Also, I get stuttering when I stream videos.

 

I've tried installing different versions of TAP drivers, and increasing my buffer size as well.
