I was wondering if 'Network Lock' is active on boot for Windows?

No, but if you check the corresponding box in the settings of Eddie (the client) it will be active as soon as you start the client.

In combination to this:

 

If you set the client to activate network lock and connect to your preferred server on start, while also setting it to start on boot, it achieves what you would like while also instantly tunneling your connection.
