US East Coast Servers -High Latency/slow speeds

Anybody else having issues with the US East coast servers?  Kuma, Electra, Librae etc.?  My Latency is 5x higher than servers in canada which are futher way and speedtest wont even run on any of the East coast servers.  One Server Sirrus shows Massive Load (1800% usage) others are all under 20%.

Interestingly, I can confirm buggy download sessions on Kuma, Librae and Sirius, US.
