Slower than Dial up

The other day I reinstalled windows and ever since my speed has dropped to nothing.  If I go to speedtest.net without connecting to the VPN I get speads around 30 Mbit/s down and 5 Mbit/s up.  This is normal and what my ISP (Comcast) claims I will get.  When I connect to the VPN on any server and with any port, my speed drops to almost nothing.  Speedtest wont even start, and when I do the built in web speed test from AirVPN on the download side I get about 15 Mbit/s on the out tunnel speed but only .01 Mbit/s on the in-tunnel speed.  It rarely even makes it to the upload side of the test because it never finishes the download side.  Any help would be greatly appreciated.  Ive been using Air for a couple years now and until now it has always worked flawlessly.

 

I really dont know much about networking at all, so I will probably need to be walked through any help with baby steps.
