Dheneb server banned by Twitch.tv

It seems to be hit or miss which servers work.

Regular twitch site works but I'm unable to use it to stream (e.g. reach my dashboard) without receiving this message.  Would someone else using tor impact that, or is it more likely a case of a user getting this exit ip banned?
