Packet loss or slow issue with fremont servers

I don't know if it's my ISP or the two fremont servers. Here's my research.

 

I was using persei and things where fine until I noticed the next day the speed would tank below 150k/sec so I pinged other US servers and those all are fine except I got packet loss with persei when the speed drops.

 

I switched to heze and that was fine until now the same thing is happening.

 

The download speed goes up and down almost like a symmetrical pattern it generally goes full speed for around 30seconds and the drops for around 10 seconds.

 

Could anyone please confirm if it's the servers or I am thinking my ISP might be engaging in some kind of throttling.
