Cannot connect to my school's blackboard site

I live in AZ and the top 3 servers near me are Sabik, Merope, and Alkes (all in Los Angeles).

When I try to connect to my school's (Arizona State University) blackboard internal site to view my classes, the website tries to load for about 15 seconds in chrome, then has an error saying:

"ERR_CONNECTION_TIMED_OUT" and "This site can't be reached, weblogin.asu.edu took too long to respond."

This only happens when I am on Merope and Alkes. It works perfectly fine on Sabik.

The two sites I am blocked on for Merope and Alkes are https://webapp4.asu.edu/myasu/ and https://myasucourses.asu.edu
