Google Problems Since End of January 2018?

We've been having sporadic (though frequent) problems with all things Google since about the last week of January 2018.  Anything of Google's (including Youtube) has been slow to load, doesn't completely work, or won't load at all (it varies).  Site's that are non-Google have had no problems, at all.  According to Down Detector:

there are issues in many of the major cities (I'm running through AirVPN's Merope server in Los Angeles, which is one of the affected areas -- I'd switch to the next closest (Dallas), but that's in one of the affected areas, too).  If the problem were truly widespread, I'd assume there'd be all kinds of headlines about it.  But, there's been nothing.  Is anyone else seeing this?  Could it be Google or someone blocking or throttling access to Google domains if the traffic comes through a known VPN server?  I can't find any way to actually report this kind of thing to Google.  Does anyone know of a way that doesn't just get dumped into the bit-bucket?

Google's outgates are more or less like the Monster of Loch Ness and Bigfoot.

Some people claim they seen it, however it's nearly impossible to verify since other people at that date and area

have seen nothing unusual. Troubleshooting something that happened in the past and without clear

reproduction notes is not an easy task as well.

I had seen that before, but it basically said all was well.  Similarly, in the one article I've found on this:

that author also said Google's status pages showed all was well.

 

Interestingly, it took me a long time to even get to that google appstatus page.  And, when I did, I tried going to their G Suite Help Center:

to report what I was seeing.  All I got was "This site can't be reached" (I finally did get there after multiple tries).
