Blocking website through router

I'm just curious to see if a VPN can bypass a website that is blocked through a router. say for example you go your router settings and you can block certain websites, such as youtube, is it possible for a VPN to completely bypass that? It's not happening to me it's just a question i thought of.

OpenVpn should be able to bypass that as long as the entry ip of the VPN server that you are using is not blocked.
