p2p using double dada?

I recently noticed that when I have a p2p program running it is uusing twoce as much data as it should.

what I mean by this is that if I start and run utorrent for a few hours it will tell me that it has downloaded 4gb and uploaded 2gb. Both my local data tracker and my isp measure it as 8 and 4. my data tracker will show correct figure for utorrent and the same or close to for openvpn

this only happens with utorrent. I am concerned not only because of the potential security issues but also because my plan has a fixed bandwidth per month and I can quite easily run through it at this rate...
