Riseup is not taking any more people on board and you have to pass there test which some fail and are US based so sooner or later perhaps nsa get them also. They are also working on providing a secure and private way to relay mail to the clearnet which was the really tricky thing that Tor Mail achieved. It looks like in future there will be multiple Tor hosted email providers capable of exchanging mail with each other which would solve the centralisation problem.
