Specifically I am stumped at
 

4) Determine or create the Network Zone of your TAP-Win32 network adapter (from now on "AirVPN"). A safe way to define it: IP Range [10.4.0.0 - 10.9.255.255]

Question: What is the IP range that I should define for the Network Zone of TAP-WIN64 driver?

It's IP in [10.4.0.0 - 10.9.255.255], or IP range starting from 10.4.0.1 and ending to 10.9.255.254.
