Strange upload spikes

I'm having a problem when connected to a server.  The connection will be normal then all incoming data stops and the client reads between 30k and 40k outgoing bandwidth.  Sometimes this goes on for 2 or 3 seconds before going back to a normal.  Most of the time however, it stays like this until I restart the client.  This happens at varying times but usually within a few minutes of connecting.
