Website Not Working

Hi,

 

I checked the FAQ for what to do when a website doesn't work, and it links me to the "database" section of the fourms.  In that section it says "Only our staff can open a topic here.  Submit your report in the forum. Popular requests are prioritized."  Which section of the forum do I submit the report to?
