server speeds

how does the server status page work?

i see at "Top 10 Users Speed"column " Phoenicis 18.29 Mbit / sec 9m 7s ago"

my own speedtest gives 0.69 Mbps.

i am in europe. why the low speed?

What do these blue bars mean? and why 82 / 1000 Mbit/s and another is : 96 / 100 Mbit/s
