Download/Upload? Noob Question

This is a pretty noob question but I was just wondering what the download/upload measurements in the gui box mean when air vpn is active. Is it a measurement of my current connection speed to the server or something else? I ask because it's often 0 kb/sec when I'm not doing anything bandwith intensive like torrenting but I also don't know much about how these sorts of things work so I wanted to be sure.
