The ip is not the only way you can track somebody ... You can still monitor somebody's online activity pretty well and know what he is doing even after changing his ip, if that person doesn't use certain precautions. And you never really know that your pc isn't infected...in which case it would be no use at all changing your ip.

And when there is some sort of abuse, the datacenter will probably take that server offline eventually, depending on the kind of abuse.

That's just what I assume though, since I don't know the exact conditions of the contract between Air and the server owners.
