Unable to connect any server after downgrade MacOS (Ventura - Monterey)

Hello, guys! I had been reinstall MacOS on the MacBook Pro (Intel).
When I have MacOS Ventura - the were no be a lot of problems with connection to some servers.
This time I use MacOS Monterey and I have been downloaded the last version of Eddie client for MacOS (zip and dmg). 
Firstly I had some problems with no ROOT permissions of (Wireguard-go and wg).
I solved that problem, but now there is a new problem.

EDIT: After a simple router restart it seems to be working.

 

It seems that I'm also getting similar handshake timeouts this morning.
It seems that this is happening with my wired ISP (att) and not my mobile carrier (googlefi)

But I use only mobile internet operator and there were no problems before reinstalling MacOS...
