It is only something to use when signing in to say amazon when you are blocked. After you are done with the web site go back to the hundreds of users ip addresses. The dedicated vpn ip is only for exceptional circumstance otherwise as you said you are more trackable. The vpn dedicated ips are not in the same ip ranges that are available to normal (block ip) customers. There are many ways to achieve this "exceptional curcumstance" on your local machine without renting dedicated IP addresses, including routing traffic through your ISP.
