Won't Start VPN Connection at Device Boot

- Had to factory reset my Nvidia Shield (2017) today.
- I disabled auto-updates to avoid the now-infamous current firmware upgrade fiasco, so I'm at Shield v8.2.3 and still on Android TV OS v9.
- I don't know netiquette here about adding to old threads, but this is informed by:

- (And besides, this is about Android 9.)
- Fresh-installed from here the Android Eddie 25; presumably latest.
- Using my former profiles used for a long time, made from here, and I know Start VPN Connection at Device Boot needs to have previously been from a profile connection.
- I have the Boot Priority Order as Last Connected Profile.
- I granted Eddie storage permissions.

Won't auto-connect upon boot.
It was as of yesterday, before factory reset, under same conditions to best of my knowledge.... Any ideas?
