Network lock not activating

Any idea why I cannot get network lock to actually lock?  the lock icon never shows as locked.  I've enabled it in the preferences under network lock, general (to activate on startup), networking (both Ipv4 and 6 are set to inside tunnel-otherwise block with switch to block if issues detected) and I have no routes that bypass the lock.  

I'm not sure what else to do at this point.  (And i received a letter from my ISP so it's definitely not locked).

No one can help you without Eddie's system report (Logs tab > lifebelt icon).
