I set my scoring rule to "speed" then I get below result

Struve in Singapore is given 0 zero stars, with 84ms ping and 4% load
Meanwhile Alchiba in NL is given 2 stars, with 114ms ping and 40% load

How is that logical?
Is this a bug or something I don't understand?

This has been an issue since 2.19.2
