I see two problems: eMule doesn't seem to perform well on VPNs, as pointed out, and Vodafone Cable, which happens to do some kind of QoS/packet reordering or something, triggering Bad Packet ID errors in OpenVPN, which in turn cuts throughput. No solutions are known yet; we need someone adventurous to do all kinds of trial and error. :)

While I don't say "throttle", I do say "something that OpenVPN doesn't like". I've got two years of experience with Vodafone Cable in Germany, so I can write a small poem about it. :)
