Open Port Check Tool comes back with Connection Refused

I just want to preface this by saying I've spent like 2 hours going over old forum posts to try and see if a solution to my problem has already been found. Could I get some help with port forwarding? I've set up port forwarding with AirVPN. I check the IP address that I'm currently connected to along with the port chosen for me by AirVPN and I am constantly getting "connection refused."

I have no firewall or security running of any kind.

What do I do?

EDIT: I'm on Windows 10.

Did you enter a local port when forwarding, or simply clicked on Add to forward a random port?
Is the software you want to reach running and does it really listen on the tunnel address and the local port?

Thing is, you forward connections on the remote port (= people use that one to connect) to a local port (= your client listens to that one). If you leave the local port empty on the port forwarding page, remote port = local port.
Example: You forward a random port, leaving the local port field empty, and you get 9000 for example. Now you must listen on port 9000 in your software.
Other: You forward a random port, but enter port 80 in the local port field. You get 9000 as remote port. Now you must listen on port 80, while other people must connect using port 9000.
