How to tell if ISP is blocking by OpenVPN protocol or server IP

Hi, so the last few days my internet has been real bad, but now it's working again except I simply cannot connect to AirVPN. I figure my shitty ISP (globe cellular, Philippines) may be blocking something.

 

Is there a (easy/quick!) way to tell if it's an IP block or the entire OpenVPN protocol is blocked? In the case of the latter, I can try other options like the SSL (but being on Linux that may take a while to get working so I don't want to do it if the blocks are IP based and it won't help)

You could try to ping server IPs to see whether those are reachable at all. I don't know if you can ascertain whether your provider blocks OpenVPN generally expect asking directly. I once had the problem that connections were abysmally slow when connected to AirVPN with one provider. I remember that using OpenVPN over SSL solved this issue - some other combination of port+protocol worked, too, I think. Are you using the Eddie client? Then choosing OpenVPN over SSL/SSH is a breeze.
