Sudden very high Upload speeds

Hello,

 

I was watching the AV client after some pages timed out and noticed my upload speed would jump to 34 MB/s.  My plan is only 7 MB down and 0.3 up. 

Am I being hacked?

 

Do the AV server throttle bandwidth during a connection?

 

I checked task monitor and the network option and it only showed Open VPN daemon is using 0.1 MB

 

Would a tool like Fiddler help?
