Just reloaded yesterday and was working on posting this thread and decided to check what the specific working was for the block on my ip. Viola it loads fine on this install of windows 10. Not sure if I'm just assigned a different IP range now or what but it may be something to look into. I do have a new problem now with a different site but will start a thread for that.
