I just did that - does not lock the network. I ran these with network lock enabled yet not connected to a server. Internet connection was still working.

 

disabled network lock, then ran the commands, then enabled network lock - not connected to a server... still getting my default internet connection...

Which means beyond any doubt that your Windows Firewall is not functioning.

I'm withdrawing from the topic as my issue is unrelated to iron_mike's, my firewall works fine if i manually enter the rules. I don't think our issues are related at all.
