Port Forwarding for Minecraft PE Issue

I'm trying to run a server for Minecraft PE. I have forwarded a random port, but the port keeps saying connection refused. I'm using PocketMine-MP to run the server and it also has a server.config which I'm pretty sure is set up correctly. I thought getting a vpn would fix the issue, but it hasn't. Maybe I'm missing something. Any help will be appreciated.

This is on the edge of off-topic, but let's see what we can do. Mind pasting logs and configs into spoiler tags here? Do it like this:

We can definitely begin something with logs from your OpenVPN client, the PocketMine logs and its config and if existent, (network) logs from the client.
