Ips listed as "Recently report forum spam source"

All websites depending on Jabatus send me on a 403 Interdiction (I tried to go on http://cyrille-borne.com/ ).

http://block.jabatus.fr/ : Your IP address is listed on our anti-spam/anti-hack database. You can use this form to remove your IP address from our blacklist. This process can take up to 1 hour.

I'm connected on 95.211.138.27 (Corvi, NL)

But this problem happens more and more often, with Cloudfare for example, and with all the NL servers I tried.

http://whatismyipaddress.com/ always shows "Recently report forum spam source".

 

Is the real reason spam, or Tor exit ?

Are there AirVpn Servers not listed as spam source ?

What the basic user I'm can do to help, to solve this ?
